Kazakhstan's NGOs Prepare for New Electronic Document Management and Personal Data Protection Requirements

On June 12, a practical lecture was held for the heads and staff of Kazakhstan's non-profit organizations, focusing on changes in electronic document management, personnel records, and personal data protection.

The speaker was Nazgul Mukina, an experienced lawyer and executive director of the NGO Consult Hub public foundation. The meeting addressed legislative requirements that NGOs must already consider in their work by 2026.

One of the key topics was the electronic digital signature (EDS). Participants were reminded that sharing an EDS key with others is prohibited by law and may result in administrative liability. Issues related to the preparation of electronic documents, registration of employment contracts, and compliance with personal data protection requirements were also discussed.

According to the speaker, many non-profit organizations are forced to simultaneously work with several government services and maintain a large number of documents in different systems. That's why the "NGO Cabinet"—a specialized digital service for the non-profit sector developed on the E-NGO platform—was presented at the meeting.

The platform integrates personnel records, electronic document management, project management, and reporting in a single space. The solution reduces manual workload and helps organizations build processes in compliance with current legal requirements.

The lecture also focused on personal data protection. Participants were informed about the need for internal documents regulating the processing of personal data, as well as the liability for failure to comply with data protection requirements.

Following the event, participants received practical recommendations for implementing electronic document management, audit readiness checklists, and internal document templates.
